Slightly Positive

High Roller's General Terms & Conditions charge no fee on deposits or withdrawals, require every deposit to be wagered at least once before a withdrawal, and set no withdrawal maximum of their own: an amount above the payment method's limit is paid in instalments, with processing of up to five business days. The operator reserves the right to call a player to carry out a check, and if the call is not completed within two weeks for a reason attributable to the player, the account will be permanently terminated, winnings from what the clause calls the fraudulent transaction voided, and the remaining balance refunded. A missed document deadline cancels the withdrawal and may close the account at the operator's discretion, while a missed call closes it outright.

What this means for players

High Roller's General Terms & Conditions, version 3.0 of 13 April 2026, are issued by Happy Hour Solutions Ltd of Nicosia, Cyprus, which holds licences HKT000063 and HKL000374 from the Estonian Tax and Customs Board. Players must be at least 21, the only accepted currency is the euro, and the Estonian text prevails over every translation.

  • No transaction fees, and deposits wagered once. "All deposited funds must be wagered at least once before a withdrawal can be requested." "We do not charge a fee for transactions such as deposits and withdrawals." The one transaction fee the operator reserves the right to charge is for a player who uses means designed to circumvent fraud detection or security controls, to cover the cost of payment processing. The only play-through on a player's own money is a single turn of the deposit.
  • No withdrawal cap of the casino's own, processed within five business days. The minimum withdrawal is usually €20, and "The maximum withdrawal amount is determined by the limits applicable to the selected payment method you use." An amount above that limit is paid in instalments, processing times may extend to five business days depending on the payment method selected, and the operator reserves the right to pay through a different method from the one the player chose. A large win is not cut down, and its pace is set by the payment method it leaves through.
  • Checks at €2,000, documents within 30 days. Checks may be performed at any time, including when a player reaches a cumulative deposit or withdrawal threshold of €2,000, and requested documents are due within thirty days, failing which the operator may, at its sole discretion, suspend or permanently close the account. On a withdrawal, "If a Player fails to provide the requested documents within 30 days of submitting the withdrawal request, the request will be cancelled and the funds credited back to the Player’s Account." Where the account details do not match the documents, the operator has the right to withhold all winnings and bonuses and return the balance of the deposit. A late document sends a withdrawal back to the balance, and a mismatched one can leave the player with the deposit alone.
  • A verification call with a two-week deadline. The operator reserves the right to call a player to carry out a check, and the win will not be processed until the manager has been consulted. "If the verification call is not completed due to any reason attributable to the Player within two weeks, the Player account will be permanently terminated and any bet, stake and/or winnings arising from the fraudulent transaction will be voided and the balance restored to its original status prior to such transaction and the remaining balance will be refunded back to the Player." The same procedure can follow duplicate accounts and a country of residence that does not match the IP address of the player's device. The clause calls the transaction fraudulent before the call meant to check it has taken place.
  • Bankruptcy is on the fraud list. The Anti-Fraud Policy lists collusion, unjustified chargebacks and false registration details, and also "the Player is known to have gone bankrupt in his/her country of residence" and "development of strategies to win unfairly". A player suspected of fraud can have the account terminated and all payouts suspended, and the section later states that on fraud the operator has the right to terminate the account and return any funds, less any applicable refund fees. A player's insolvency sits in the same list as collusion and chargebacks.
  • Bets and winnings void on any breach. The Player's Obligations section states that the operator is entitled to void the player's bets and winnings "if the Player or any third party associated with the Player has breached any of these terms and conditions", and that on a breach, or reasonable grounds to believe one occurred, the operator may at its sole discretion terminate or suspend the account, void bets and withhold or cancel winnings. The trigger is any term broken by the player or by someone associated with them, and the sanction is not limited to bonus winnings.
  • Dormancy after twelve months, up to €10 a month. An account with a positive balance and no successful login for twelve months is classified as dormant and is subject to a monthly administrative fee of up to €10, deducted from the remaining balance. The operator will make reasonable efforts to email the player at least thirty days before the first deduction, fees already deducted are not refunded on reactivation, and the account is closed once the balance is exhausted. At the full fee, a €120 balance is gone about two years after the last login.
  • Changes apply on publication. "Changes will enter into force immediately after publication on the Website." The operator will notify players of significant changes if possible and advises them to visit the page regularly. The notice is promised only where possible, and the change applies from the moment it is posted.
  • Limits loosen slowly and tighten at once. Easing or lifting a limit takes effect after a 48-hour cooling-off period, while tightening one takes effect immediately. An indefinite self-exclusion can be cancelled after a 7-day cooling-off period, and the operator has the right to refuse to cancel a permanent self-exclusion. Every step towards more play waits, and every step away from it is immediate.

Two provisions sit outside the operator's own hands: a complaint not resolved to the player's satisfaction can be taken to the Estonian Tax and Customs Board, and players' funds are held in a separate account, not mixed with the operator's own. The money rules ask little of a player, and the heaviest consequence in the document hangs on a phone call.
