HorusCasino Forfeits Winnings Made While an Emailed Self-Exclusion Waits for Confirmation
Worse for players
NegativeClause 6.4 of the HorusCasino general terms states that a self-exclusion requested by email or through the site seal takes effect only once the player receives a confirmation email, which the casino aims to send within 24 hours. "Please note that any deposits made during this period will not be refundable, and any winnings will be forfeited." Only a request through live chat takes effect immediately. On withdrawals, a standard account may take out €2,500 a week and €10,000 a month and an enhanced account €5,000 and €20,000, with the status assigned at the sole discretion of management, and a withdrawal of €20,000 or more may be split into instalments that carry no interest. The forfeiture lands on players at the moment they ask to stop, and only on those who did not ask through live chat.

What this means for players
HorusCasino is operated by Moonseeker SRL, a company registered in Costa Rica and licensed by the Anjouan Gaming Board under licence ALSI-202509006-FI 1, issued on 16 September 2025. The general terms, last updated on 11 May 2026, bar residents of 39 countries, among them the United Kingdom, the United States, Italy, Cyprus and Malta. They set mid-range withdrawal limits and ask the player to reconfirm any change, while holding wide powers over winnings when a breach is only suspected.
- Self-exclusion by email waits for a confirmation. A request made through live chat takes effect immediately. "A Self-Exclusion request submitted via email or through our site seal will only take effect once you have received a confirmation email from us." The casino aims to respond within 24 hours. "Please note that any deposits made during this period will not be refundable, and any winnings will be forfeited." The channel a player picks to ask for protection decides whether the hours in between cost them their winnings.
- Withdrawal limits by an assigned status. A standard account may withdraw €2,500 a week and €10,000 a month, an enhanced account €5,000 a week and €20,000 a month, and higher VIP levels may get exceptions at management's discretion. "The applicable account status level is assigned at the sole discretion of management based on the Player's activity and standing." At standard status a €20,000 win takes at least two months to withdraw. Which limit applies is decided for the player, not reached by a rule the terms set out.
- Instalments from €20,000, without interest. Clause 4.12 gives the casino the right to divide a withdrawal of €20,000 or more into instalments until the full amount is paid, and states that no interest is paid on outstanding amounts. The threshold equals the enhanced monthly cap, so the instalment right starts where the highest stated limit ends.
- The limits can change, and the clause that says so points elsewhere. Clause 4.5 reads: "All amounts available to be withdrawn will be subject to the transaction limits stipulated in Clause 4.10 of these T&Cs and may change from time to time at the Company’s sole discretion." Clause 4.10 is about reporting suspicious transactions, and the limits sit in Clause 4.13. A player told where to find the limits is sent to the wrong clause.
- How a withdrawal is processed. Every deposit must be wagered at least once before any balance can be withdrawn. A withdrawal should be approved or denied within 2 business days, and the player is told the reason for any delay beyond 10 business days. Cumulative deposits above 10,000 USD bring checks on source of wealth, source of funds and political status. Deposits carry no fee from the casino, but "We may decide to charge assigned fees for processing withdrawals and is to be clearly stated when you perform a withdrawal request." Any withdrawal fee is disclosed at the moment of the request, not in the terms.
- Winnings withheld on suspicion. "If you breach any provision of these Terms and Conditions or we have reasonable grounds to suspect that you have breached them, we reserve the right to not open, to suspend, or to close your Account, or withhold payment of your winnings and apply such funds on account of any damages due by you." Clause 16.3 adds that an account may be frozen or terminated, and stakes cancelled, at the company's absolute discretion if it suspects the player is having problems with creditors, and clause 16.5 makes Moonseeker SRL the final decision-maker on whether a rule was broken. The company decides the breach, and then holds the winnings against its own damages.
- A €5 monthly fee after six idle months. An account with a real-money balance and no transactions for at least six consecutive months is dormant. The casino may email up to a month beforehand, and once the account is inactive it reserves the right to charge 5 EUR a month as an administrative fee. Left alone for a year after going dormant, a balance can lose €60.
- Changes need the player's acceptance. "You will be notified in advance of any such changes, and they will only take effect for you once you have reconfirmed your acceptance." Material changes come with a time frame to accept, and a player who does not accept within it can no longer use the account. A new rule does not bind a player who has not agreed to it, but saying no ends the account's use.
The withdrawal limits sit in the middle of the market and the change clause asks before it binds. The sharpest rule in the document sits in its responsible gaming section, where the route a player uses to ask for protection decides whether the casino keeps what they win in the meantime.

Under the HorusCasino KYC policy, no withdrawal is processed from an account until KYC verification is completed, and the request for documents is an automated email sent when a player reaches a deposit threshold the policy does not state. The player must then send a valid ID and a proof of address dated within the previous six months. If they do not arrive within 30 days of the first request, the team requests them again and the account is disabled, with deposits, gameplay and withdrawals switched off. A player cannot tell from the policy how much they can deposit before the check begins, only that a withdrawal waits for it.
The HorusCasino privacy policy, effective 17 November 2025, states that player data may be transferred to and stored at a destination outside the European Economic Area, and handled there by staff of the casino or its suppliers, and that "By submitting your personal data, you agree to this transfer, storing or processing." The same policy names the GDPR and the laws of the autonomous island of Anjouan as its framework, lists the rights it gives by article number, and typically keeps data for five years after account closure. Requests go to a Data Protection Officer at dpo@moonseeker-srl.com, while no company is named as the controller of the data. The agreement to move the data abroad comes with the sign-up form, not as a question of its own.
